Purpose:

The purpose of the DR-Workforce Program is to fund workforce training programs in the 2018 Eligible Disaster Impacted Areas which include the counties of Butte, Lake, Shasta, Los Angeles, and Ventura. Eligible workforce training programs must support social and economic recovery by providing high-quality job opportunities to low- to moderate- income individuals.

Description:

Eligible applicants are:
1. Jurisdictions, or
2. Non-profit organizations, or
3. Postsecondary Educational institutions (including career technical institutions), or
4. Local Workforce Development Boards (LWDB)

Individuals and for-profit businesses are not eligible grant recipients through this program. No funds will be paid directly to individuals seeking job training and employment services.

Subrecipient programs funded through this NOFA must:
- Meet the National Objective to assist low- and moderate- income individuals.
- Be either: 1) A new program, or 2) An existing program that is not currently funded by public funds, or 3) An existing program that is currently funded by public funds that will be expanding.
- Demonstrate a tie-back to the qualifying disasters.
- Comply with Duplication of Benefits.
- Perform within Program performance period and milestones.

Applicants that propose workforce training programs that go beyond traditional methods of delivery workforce development training are encouraged to apply, such as, Participant Supportive Services, mobile training, or on-the-job vouchers.

Workforce National Objective will be obtained through low– and -moderate- income limited clientele (LMC) by targeting 100% LMI trainees.

Applicant and/or Partner must have 3-years of experience with workforce training programs.

Applicant and/or Partner must have at least 1-year experience with federal grants if acquisition and/or construction activities are included in the CDBG-DR funding request.

Eligible Geographies:

Workforce training programs must provide eligble services within in the 2018 Eligible Disaster Impacted Areas which include the counties of Butte, Lake, Shasta, Los Angeles, and Ventura.

In accordance with 85 FR 4681, at least 80 percent of funds must be spent in HUD-MID areas, which includes Butte, Lake, Shasta and Los Angeles counties. Up to 20 percent of the funds may be spent in a declared county which includes Ventura County.

Funding Method Notes:

HCD will review applications and make over-the-counter first come first serve regional award recommendations according to the above threshold criteria. Successful Applicants (awardee(s)) will enter into a Standard Agreement (SA) with HCD. Once the Standard Agreement has been executed and the project has been environmentally cleared by HCD, the subrecipient may access funds for reimbursement.
