Purpose:

Proposals that result in enduring benefits to the lower American River Parkway are encouraged. The primary focus is on implementation projects and land acquisitions that improve the quality of water that flows into and within the American River Parkway and projects that restore or enhance fish and wildlife habitat and other natural resources. Projects located in the Woodlake and Cal Expo plan areas will also be prioritized. 

Description:

The Solicitation has up to $2 million to spend, and funds must be expended by March 31, 2025. The Program allows for the following types of projects: Land acquisitions, planning and implementation projects for capital improvements that expand, restore, enhance, interpret, or protect the Parkway’s natural, cultural, historic, recreational, and educational resources, consistent with the American River Parkway Plan, and community access projects and programming.

Project may include, but are not limited to:

·Protection and enhancement of tributaries downstream of Nimbus Dam that flow into the Parkway

·Implementation of stormwater capture and treatment projects

·Habitat restoration or revegetation in the Cal Expo or Woodlake areas where habitat loss or degradation has occurred

·Capital improvement that removes invasive species from high quality, intact habitat or a large-scale habitat restoration project

·Land acquisitions that protect significant fish and wildlife habitat or provide opportunities that will advance the values of the Parkway

·Planning and design for stormwater capture and treatment projects

·Capital improvement project that minimizes trail erosion and stabilizes channel banks

·Fabrication and installation of natural or cultural interpretive panels

Eligibility Requirements

Eligible entities include local public agencies (city and county) and nonprofit organizations, i.e. a Section 501 (c)(3) organization that has among its principal charitable purposes the preservation, restoration, or interpretation of the land for scientific, historic, educational, recreational, scenic, or open-space purposes, the protection of the natural environment or biological resources, or both, or the preservation of wildlife, or both.

Eligible Geographies:

Projects must be located within or adjacent to the Lower American River Parkway (Parkway) which is between Hazel Avenue and the confluence of the American River with the Sacramento River.  Additionally, Proposition 68 requires that at least 20 percent of the chapter funds available be allocated for projects serving severely disadvantaged communities. 

Projects located within the Cal Expo and Woodlake plan areas will be prioritized.

Matching Funding Requirement:

A 20% match is required for any project that does not provide benefits to a severely disadvantaged community. Cost share is recommended for projects that provide benefits to a severely disadvantaged community but is not required.

Funding Method Notes:

WCB may provide advance funds for planning and implementation projects that serve Disadvantaged Communities. After grant execution, grantee may request a single Advance of up to 25% of the grant award. WCB shall disburse the remainder of the grant award in arrears.
