Purpose:

The Commission seeks contractors to support immigrant and refugee populations in California. The contracts aim to enhance advocacy, training, education, outreach, and engagement. Goals include increasing awareness of behavioral health needs, improving culturally appropriate services, expanding access to evidence-based practices, and creating advocacy opportunities at state and local levels.

Description:

The Behavioral Health Services Oversight and Accountability Commission seeks experienced contractors to support immigrant and refugee populations in California. The contracts aim to increase awareness of behavioral health needs, improve culturally appropriate services, and enhance advocacy at state and local levels.

California hosts about 10.4 million immigrants, representing 23% of the nation's foreign-born population. The state also resettles refugees, with a current annual ceiling of 125,000.

Immigrants and refugees face challenges accessing culturally responsive behavioral health services due to language barriers, complex processes, cultural stigma, and lack of provider cultural responsiveness.

The Commission proposes to award contracts to seven Local Organizations and one Statewide Organization for advocacy, training, education, and outreach activities. Each contract is valued at $502,500, totaling $4,020,000.

Key points:

Contracts for Local Organizations only - No subcontracting allowed.
Services to run from July 1, 2025, to June 30, 2028
Separate procurement for Statewide Organization will be released at a later date.
Successful proposers must demonstrate personnel and organizational capacity to effectively carry out the contract scope.

Eligibility Requirements

Eligible Applicants:

  • Nonprofit

Be an established community-based organization which has been in operation for two (2) years and has experience with providing direct outreach and engagement for immigrants and/or refugees; Have capacity to advocate in and engage with communities at the regional level; and Be a non-profit organization, registered to do business in California.

Contract awards will be based on region as follows: Superior Region – 1 contract, Bay Area Region – 2 contracts, Central Region – 2 contracts, and Southern/Los Angeles Region – 2 contracts.
