    The principal objective of ALMP is the establishment of agricultural conservation easements in furtherance of the mitigation measure set out in the Authority-approved Mitigation Monitoring and Reporting Plans for the high speed rail (HSR) project.     This Grant Program provides funding for implementation projects that will improve water quality in the San Joaquin River and the Delta. The program targets subsurface agricultural drainage water from the west side of the San Joaquin Valley, an area of primary concern for protecting the water quality of the San Joaquin River.
