Purpose:

The purpose of this program is to facilitate the enrollment, attendance, and success in school of homeless children and youth; and ensure homeless children and youth have equal access to the same free, appropriate, public education as provided to all other students. 

Description:

The California Department of Education (CDE) is pleased to announce the opportunity
for county offices of education (COEs) to apply for the Education for Homeless Children
and Youth (EHCY) Program grant for fiscal years 2024–27. These federal funds are
made available to support all efforts to ensure that homeless children and youth have
equal access to the same free appropriate public education, including public preschool
education, as provided to other children and youth.

Eligibility Requirements

Eligible Applicants:

For the purpose of this grant, all COEs are eligible and encouraged to apply for the EHCY Grant Program funds regardless of the number of homeless children and youth enrolled. On page 10 of this RFA, there is a chart that will determine the amount that your COE can apply for. The number of enrolled homeless children and youth should be consistent with the cumulative enrollment found in the 2022–23 Cumulative DataQuest reports.
